Europe Considers New Penalties for Iran Encompassing Oil and Gas

BRUSSELS -- The European Union is considering tough new sanctions against Iran to protest its nuclear program, including banning investment in the oil and gas sector and tightening restrictions on shipping and finance.

The new measures, which are subject to agreement by European Union foreign ministers, cover dozens of senior Iranian officials and companies, and aim to put new pressure on the government in Tehran by cutting off Europe's investment in major sectors of the Iranian economy.

A draft of the proposed new measures names 41 Iranian people, 57 companies or other entities, 15 additional companies thought to be controlled by the Islamic Revolutionary Guards Corps and three deemed to be under the control of the Islamic Republic of Iran Shipping Lines.

Senior European diplomats will discuss the proposed sanctions on Thursday. If approved, they are likely to represent a significant tightening of Europe's economic pressure on Tehran.

An Iranian filmmaker, refused permission by Tehran to renew his passport, is now stuck in northern Iraq, effectively barred from visiting Japan to promote his award-winning film about Iran's underground music scene.

Bahman Ghobadi, director of "No One Knows About Persian Cats," which won the special jury prize in the Un Certain Regard (A certain view) section at the 2009 Cannes Film Festival, said via an Internet phone interview from Tokyo that the refusal by Iranian authorities to issue him travel documents is "a clear example of the rights violations I set out to portray in the film."

With his passport pages full of entry and exit stamps from his frequent travels overseas, Ghobadi, a 42-year-old Iran-born Kurd, is unable to use it.

Women in their late 20s and early 30s are considered more attractive than fresh-faced eighteen and nineteen year olds, researchers found.

The findings, from a survey of the opinions of over 2,000 men and women, found that beauty was as much rooted in personality as appearance.

Celebrities currently at the prime age of 31 include TV presenter Christine Bleakley, Strictly Come Dancing judge Alesha Dixon and Danielle Lineker.

The average British woman is already married with children by her thirties.

When asked when women are at their most attractive, more people picked 31 than any other age.

Beauty was defined as being confident by 70 per cent of respondents, having good looks by 67 per cent and being stylish by 47 per cent.
